We successfully represented Rail Baltic Estonia in the infrastructure project of the century

🏆 The public procurement, which started in October 2024, culminated on 13.03.2025, when the contracting authority made decisions to declare the international consortium that had reached the first two places in the ranking successful on the basis of the evaluation criteria. The Ülemiste-Pärnu section (estimated cost EUR 540 million) will be carried out by the winning consortium of GRK Eesti AS, and the Pärnu-Estonian/Latvian border section (estimated cost EUR 392 million) will be carried out by the runner-up Bouygues Travaux Public consortium. The consortium led by Leonhard Weiss OÜ, which came in third place, disputed the result of the second place, finding that it should have reached the second place instead of Bouygues Travaux Public consortium.

👩‍⚖️ The dispute focused on the assessment of project management and cooperation capacity based on the findings of the workshops held during the procurement procedure, which was part of the evaluation criteria. The PPRC dismissed the dispute, finding that the contracting authority had assessed the capabilities of both Bouygues Travaux Public and Leonhard Weiss OÜ in accordance with the evaluation criteria.

💡 This was the first dispute in Estonian courts in connection with a public procurement conducted based on the principles of alliance procurement and will continue to provide assurance that what takes place in workshops can be assessed as a quality criterion in public procurement. A thorough justification of the assessment leads to a victorious conclusion here.
